Lottery Sports Gaming Hosts

HB 29 allows licensed lottery sales agents who also hold a valid D-1, D-2, D-5, A-1A or A-1C liquor permit to apply for a Type C Sports Gaming Host license through the Ohio Casino Control Commission (OCCC).  As of October 2023, licensed lottery retailers who hold a valid A-1A or A-1C liquor permit are also eligible to apply for a type C sports gaming host license.  

The OCCC has published drafted licensing rules for public comment which can be accessed through their website. 
 
The OCCC will issue licenses based upon the Lottery’s recommendation.  Interested sales agents will be required to be in good standing with the Lottery’s rules and regulations and to obtain approval from the Lottery before applying for a license with the OCCC. 
 
Once licensed by the OCCC, Hosts will be able to enter into an agreement with a Type C Sports Gaming Proprietor to offer sports gaming in their venue.  

Pre-qualified Host Locations

Please see below for the list of host locations that have received the Ohio Lottery’s recommendation and are pre-qualified to apply for a Type C Sports Gaming Host license with the OCCC. Please note, while the Lottery recommendation is one of the eligibility requirements for a license, it does not guarantee that your Type C Sports Gaming Host license will be approved by the OCCC.

Host and Proprietor Agreement Guidelines

The legislation calls for Proprietors and Hosts licensed by the OCCC to enter into an agreement to provide sports gaming at retail. Although the Lottery is not directly involved in that process, we have outlined some important guidelines for consideration when entering into these agreements. While every item outlined in the document is not required, we do encourage both parties to consider each category listed when coming to terms.
