Economic Impacts

  • The Lottery transferred $1.448 Billion in Fiscal Year 2025 to the Lottery Profits Education Fund for use by primary, secondary, vocational and special education in Ohio.   Profits were derived from the sale of draw and instant scratch-off tickets, and from the Video Lottery Terminal (VLT) games offered at the seven racetracks, of which the Lottery oversees. 
  • Since 1974, the Lottery has transferred more than $34 Billion to help fund education in Ohio.  
  • Last year, the Lottery distributed $2.9 Billion in prizes to holders of winning tickets, the majority whom reside in Ohio.  
  • More than 10,500 retailers sell lottery products made up of a variety chain retailers and independent stores.  
  • Retailers selling lottery products received $289.7 million in bonuses and commissions in Fiscal Year 2025, for an average of $27,331 of commission per store.  
  • The Lottery helps draw customers into retail establishments.  Retailers floor traffic increases as a direct result of lottery sales.  
  • For Fiscal Year 2025, the Lottery’s operating budget was approximately $220 million, which provides for a variety of goods and services that are procured from vendors here in the State of Ohio.  
  • The Lottery employs over 385 Ohioans throughout the state.
  • The Lottery’s major gaming vendor, Intralot, operates out of Strongsville and Mason, Ohio.  They also support several other state lotteries by housing data-processing information for them out of its Ohio locations.
  • Intralot also provides self-service vending machines which are assembled in the State of Ohio.  
  • The Lottery’s other major gaming vendor, Scientific Games, handles scratch-off ticket distribution and warehousing.  They maintain a facility in Solon, Ohio to handle this contract.   
  • The Lottery and vendor employees have a significant effect on spin-off jobs of local businesses, restaurants, etc.
