From Wednesday, September 06, 2017 through TBD (the "Promotional Period"), the following non-winning WILLY WONKA GOLDEN TICKET™ instant tickets may be used to enter the BILLION DOLLAR CHALLENGE™ Second-Chance Promotion.
Tickets must be purchased during the Promotional Period and must be entered online through MyLotto Rewards®, which is located at www.ohiolottery.com ("Website"), by November 21, 2017 at 11:59:59 pm for a participant to be eligible to participate in drawing one; by February 20, 2018 at 11:59:59 pm for drawing two; by June 12, 2018 at 11:59:59 pm for drawing three; by September 11, 2018 at 11:59:59 pm for drawing four; by December 11, 2018 at 11:59:59 pm for drawing five and by February 19, 2019 at 11:59:59 pm for drawing six. Tickets can continue to be sold after the final drawing deadline date.
Existing MyLotto Rewards® account holders can sign in through the Website and enter the appropriate information. New participants must set-up a MyLotto Rewards® account on the Website to start the registration process. By successfully transmitting a completed online entry form, with the appropriate information as directed, each participant will be entered into the Promotion.
Online entry is supported by the following browsers: Internet Explorer 10 and 11, Safari, Firefox and Google Chrome.
The Lottery, at its discretion, reserves the right to select and/or change the prize(s) to be awarded as part of this Promotion. Entrants must be legal residents of the United States who are 18 years of age or older. Void where prohibited or restricted by law.
Any attempt by a user, participant, or any other individual, to deliberately damage the Website or undermine the legitimate operation of this Promotion, is a violation of criminal and civil laws, and, should such an attempt be made, the Lottery reserves the right to seek damages from any such person or persons as permitted by law.
Neither the Lottery, Scientific Games International, Inc., Warner Brothers Entertainment Inc., and/or any of their parent companies, subsidiaries, or contractors, any of the Released Parties (as defined herein), nor any of its employees, commissioners, owners, directors, officers, affiliates, subsidiaries and assignees, are responsible for illegible, late, lost, damaged, incomplete or misdirected entries, or responsible for incorrect or inaccurate information, whether caused by the Website, or by any of the equipment or programming associated with or utilized in this Promotion.
Neither the Lottery, Scientific Games International, Inc., Warner Brothers Entertainment Inc., and/or any of their parent companies, subsidiaries, or contractors, any of the Released Parties, nor any of its employees, commissioners, owners, directors, officers, affiliates, subsidiaries and assignees are responsible for any error, omission, interruption, deletion, defect, delay in operation or transmission, communication failure, regardless of cause, with regard to any equipment, systems, networks, lines, satellites, servers, computers or providers utilized in any aspect of the operation of the Promotion, which may include without limitation, inaccessibility or unavailability of the Internet, the Website or any combination thereof; theft or destruction or unauthorized access of the Website; any injury or damage to the participants or to any other person's computer(s) or smart phone related to or resulting from participating in this Promotion, or downloading materials from or use of the Website.
If for any reason, this Promotion is not capable of running as planned for reasons that may include without limitation, infection by computer virus, bugs, tampering, unauthorized intervention, fraud, technical failures, or problems with the entire random drawing process, the Lottery will conduct the drawing using an alternate random number generator. Should any unforeseen problems arise prior to the drawing date, the Lottery reserves the right to reschedule the drawing for another day. The same verification procedures and Promotion Official Rules will be in effect should this occur.
A Trip Prize consists of a four-day, three-night trip for each selected entrant ("Prizewinner") and one (1) guest to Las Vegas, Nevada. Trips Prizes awarded in drawing 1 and drawing 2 will attend the trip scheduled for April 2018. Trip Prizes awarded in drawings 3, 4, 5 and 6 will attend the trip to be scheduled for 2019. Admission to the BILLION DOLLAR CHALLENGE™ theater/venue for the Prizewinner and guest, and the Prizewinner shall have one (1) chance to participate in the BILLION DOLLAR CHALLENGE™ together with Prizewinners from other participating lottery jurisdictions, as described below. The Prizewinner's guest may sit with the Prizewinner but will not be eligible to be a participant in the BILLION DOLLAR CHALLENGE™ unless the guest has been designated as the Prizewinner's proxy.
All prize details, including, without limitation, shall be determined in the sole and absolute discretion of the Lottery.
Employees, officers or directors of the Lottery, including its affiliates, subsidiaries, advertising and promotion agencies, suppliers, or any blood relative or spouse of such an employee, officer or director, living as a member in such employee, officer or director's household, are not eligible to enter this Promotion. Void where prohibited by law.
Any federal, state and/or local taxes are the sole responsibility of the applicable prize winners. The Lottery will provide IRS Form W2Gs to each applicable winner. All federal, state and local laws and regulations apply.
Acceptance of a prize constitutes permission for the Lottery and their agencies to use the prize winner's name and/or likeness worldwide, in perpetuity, for purposes of advertising and trade without further compensation, notification or permission unless prohibited by law, in any and all media now known or hereafter devised. Further, by accepting a prize, each prize winner agrees to hold the Lottery, including its directors, officers, employees and agents, absolutely harmless against any and all claims and/or liability arising out of the ownership and/or use of a prize. Prize winner assumes all liability for any injury or damage caused, or claimed to be caused, by participation in this Promotion or use or redemption of any prize. The Lottery makes no warranty, guaranty or representation of any kind concerning any prize (or any portion thereof), and disclaim any implied warranty. By participating in this Promotion, all entrants agree to be bound by these Official Rules.
All materials submitted become the property of the Lottery and will not be returned. Prizes are non-transferable to any other person, including relatives or friends. SGI or its designee is responsible for supplying the prize(s) awarded, and will provide each winner with a tax form, if applicable. The WILLY WONKA GOLDEN TICKET™ BILLION DOLLAR CHALLENGE™ Second-Chance Promotion Rules and Drawing Procedures used by the Lottery are available for review. These Rules may be amended or revised at any time at the sole discretion of the Executive Director of the Lottery.
The BILLION DOLLAR CHALLENGE™ promotion (the "CHALLENGE") is an event produced by Scientific Games ("SGI") in connection with participating state lotteries ("Lotteries" or "Lottery"). Grand Prize Finalists (the "Finalists") are randomly selected by participating Lotteries per the applicable state lottery's CHALLENGE rules. The total number of CHALLENGE Finalists depends upon Lottery participation levels. Finalists will receive a Lottery-sponsored trip to Las Vegas and compete in a series of contests for the chance to win cash prizes ranging from $1,000 to a grand prize opportunity for one (1) Finalist to win a minimum $1 million and possibly up to $1 billion. By participating in the CHALLENGE, each Finalist agrees all decisions regarding the CHALLENGE are made at the sole and exclusive discretion of SGI and are final and binding on all Finalists.
All BILLION DOLLAR CHALLENGE™ rounds will be audited by an independent auditor.
The $1 billion annuity will be paid in increasing annual payments of no less than $5,000,000 over 39 years (40 payments total), or in one lump-sum payment of $450 million at the Billion Dollar Finalist winner’s election with approval of the participating Lottery.
Prizes awarded during the CHALLENGE in the amount of $1 million up to $20 million shall be paid in the form of an annuity over 19 years (20 equal payments). Lump sum payments may be awarded with approval of the participating Lottery.
The minimum age requirement to play the CHALLENGE is twenty-one (21) years per Nevada State Law. If a Finalist is not 21 years of age, the Finalist shall assign a proxy to play on his or her behalf. If the Finalist does not timely assign a proxy to play on his or her behalf, SG shall assign a proxy. A proxy must be 21 years of age or older to be eligible to play the CHALLENGE.
Selected second-chance prize winners who are contacted and fail to provide all information requested by a participating Lottery (e.g., age verification, address verification, signed publicity/liability release and affidavit as to identity, etc.) in a timely fashion will forfeit prizes and an alternate second-chance prize winner may be selected.
Prizes are not for resale and are not transferable.
Taxes are the sole responsibility of each Finalist.
Neither the Lottery, SGI, nor other companies directly associated with the promotion shall be responsible to entrants or to any other person for data entry errors resulting from or caused by the entering, keying or mis-keying of the required ticket information by entrants.
Employees of the Lottery, SGI or other companies associated with the promotion, as well as their immediate families (spouses, parents, siblings and children) and household members of each such employee, are not eligible.
All decisions regarding technical difficulties, mechanical failures, or human errors, including but not limited to the premature reveal of any game material or elements, the malfunction of any piece of stage equipment or electronics or the failure of any audio equipment, in connection with the CHALLENGE will be determined by SGI in its sole discretion and shall be final and binding on all Finalists.
SGI reserves the right to change, add to, delete from, modify or amend these contest details at any time at its sole discretion, subject to the approval of participating Lotteries.
Odds of being selected as a Finalist vary by participating Lottery depending upon the number of eligible entries received and the number of Finalists prizes available.
All prize awards during the BILLION DOLLAR CHALLENGE™ are the sole responsibility of SGI and are underwritten by SGI and/or third parties. Prize awards are not considered won by a Finalist, and are not payable unless and until the third party underwriter (the "Risk Counterparty Representative") of such prize payouts, SGI's Drawing Manager and the independent auditor certify that the BILLION DOLLAR CHALLENGE™ has been conducted appropriately and in accordance with the official BILLION DOLLAR CHALLENGE™ event and security procedures, that a Billion Dollar Finalist or Million Dollar Spin Finalist has validly won the prize award pursuant to the BILLION DOLLAR CHALLENGE™ event and security procedures and is entitled to receive the prize award, and the Risk Counterparty Representative has accepted the obligation to pay the prize award to the winning Billion Dollar Finalist or Million Dollar Spin Finalist. Participating Lotteries shall have no liability for any cash prize amounts awarded in the BILLION DOLLAR CHALLENGE™.
