The 2021 Paper Cuts Promotion ("Promotion") will run from Monday, February 1, 2021, at 12:00:00 a.m. - Sunday, February 28, 2021, at 11:59:59 p.m. (the "Promotional Period"). During the Promotional Period, activity will result in a series of four (4) weekly promotional drawings and one (1) grand prize drawing.
The following non-winning Ohio Lottery Scratch-Offs may be used to enter the Promotion.

Tickets must be entered online through MyLotto Rewards®, which is located at www.ohiolottery.com ("website"), by Sunday, February 28, 2021, at 11:59:59 p.m. for a participant to be eligible to participate in the drawing.
Existing MyLotto Rewards account holders can log in through the website and enter the appropriate information. New participants must set up a MyLotto Rewards account on the website to start the registration process. By successfully transmitting a completed online entry form, with the appropriate information as directed, each participant will be entered into the Promotion.
All information submitted online by entrants is subject to, and will be treated in a manner consistent with, the Ohio Lottery Commission's (hereinafter, "the Lottery") Privacy Policy, which is currently accessible at: www.ohiolottery.com/About/Legal/Privacy-Policy. The Lottery, at its discretion, reserves the right to select and/or change the prize(s) to be awarded as part of this Promotion. Entrants must be legal residents of the United States who are 18 years of age or older. Void where prohibited or restricted by law.
INTERNET CONDUCT AND LIMITATIONS OF LIABILITY:
Any attempt by a user, participant or any other individual to deliberately damage the website or undermine the legitimate operation of this Promotion, is a violation of criminal and civil laws, and should such an attempt be made, the Lottery reserves the right to seek damages from any such person or persons as permitted by law.
Neither the Lottery, Marcus Thomas, LLC, nor any of their employees, agents, commissioners, contractors, owners, directors, officers, affiliates, subsidiaries and assignees are responsible for illegible, late, lost, damaged, incomplete or misdirected entries, or responsible for incorrect or inaccurate information, whether caused by the website, or by any of the equipment or programming associated with or utilized in this Promotion or for any error, omission, interruption, deletion, defect, delay in operation or transmission, communication failure, regardless of cause, with regard to any equipment, systems, networks, lines, satellites, servers, computers or providers utilized in any aspect of the operation of the Promotion, which may include without limitation, inaccessibility or unavailability of the internet, the website or any combination thereof; theft or destruction or unauthorized access of the website; any injury or damage to the participants or to any other person's computer(s) or smartphone related to or resulting from participating in this Promotion, or downloading materials from or use of the website.
RANDOM DRAWING AND RESULTS:
The actual drawing date will be determined by MyLotto Rewards personnel, and the final, verified drawing results will be posted to the website on (or around) March 3, 2021. The prize winners will be randomly selected from among all eligible entries received. Subject to verification of eligibility and compliance with these Official Rules, the potential winners will be declared the official winners of this Promotion. In the case of a tie in the Promotion, MyLotto Rewards personal shall choose a winner pursuant to a random procedure selected by the Lottery.
The weekly Paper Cuts promotion will feature two Ohio Lottery Scratch-Offs (as described above). The winning Scratch-Off will be determined by which of the two has the most redemption by MyLotto Rewards players during the weekly promotional period. Winners will be chosen from among eligible entries and the odds of winning depends upon the total number of eligible entries received. No substitutions, cash equivalents or transfers of prizes are permitted. The payment of any taxes related to prizes is the sole responsibility of winning entrants.
Weekly Prize Winners - 2 winners per week (8 in total):
MyLotto Rewards account holders will receive one weekly drawing entry each time he/she redeems a non-winning featured Ohio Lottery Scratch-Off, within a given promotional week.
If a MyLotto Rewards account holder is randomly drawn as a weekly winner, his/her prize will be dependent on the following:
- The winning weekly Scratch-Off as described above
- Whether or not the MyLotto Rewards account holder redeemed both featured Scratch-Offs during the weekly promotional period or only one
If the MyLotto Rewards Account Holder only redeemed one of the two weekly featured Scratch-Offs, he/she will win 50 Ohio Lottery Scratch-Offs of whichever is the winning Scratch-Off.

Grand Prize Winner - 1 winner
Each participating MyLotto Rewards account holder will cast an initial vote for whichever Scratch-Off they believe will win the weekly promotional period. This vote matches whichever Scratch-Off the participating MyLotto Rewards account holder enters first. The vote can be changed on the campaign landing page. The vote will lock at 11:59:59 p.m. of the weekly promotional period.
Each participating MyLotto Rewards account holder who votes correctly will earn a grand prize entry. Participating MyLotto Rewards account holders can earn anywhere from 0 – 4 grand prize entries into the promotion.
One eligible MyLotto Rewards account holder will be drawn as the grand prize winner and be awarded with 50 of each of the featured Ohio Lottery Scratch-Offs (8 sets of 50 Scratch-Offs, a total value of $4,000).

All prize details, including without limitation, shall be determined in the sole and absolute discretion of MyLotto Rewards. Employees, officers or directors of the Lottery, including its affiliates, subsidiaries, advertising and promotion agencies, suppliers, or any blood relative or spouse of such an employee, officer or director, living as a member in such employee, officer or director's household, are not eligible to enter this Promotion. Void where prohibited by law. All decisions or disputes in regard to this Promotion shall be made or resolved by the Lottery and such determinations shall be final and binding.
Federal and State taxes may be owed for grand prize winners. MyLotto Rewards® will provide IRS Form 1099s to each applicable winner. All federal, state and local laws and regulations apply.
Acceptance of the prize constitutes permission for the Lottery and their agencies to use the prize winner's name and/or likeness worldwide, in perpetuity, for purposes of advertising and trade without further compensation, notification or permission unless prohibited by law, in any and all media now known or hereafter devised. Further, by accepting a prize, each prize winner agrees to hold the Lottery, Marcus Thomas, LLC, and their directors, officers, employees and agents, absolutely harmless from and against any and all claims and/or liability arising out of the ownership and/or use of a prize. Prize winner assumes all liability for any injury or damage caused, or claimed to be caused, by participation in this Promotion or use or redemption of any prize. All materials submitted by entrants become the property of the Lottery and will not be returned. Prizes are nontransferable to any other person, including relatives or friends. The Lottery is responsible for supplying the prize(s) awarded, and will provide each winner with a tax form, if applicable. The 2021 Paper Cuts Promotion Rules and Drawing Procedures used by the Lottery are available for review. These Rules may be amended or revised at any time at the sole discretion of the Executive Director of the Lottery.
