LORAIN, OH – David Harper of Lorain won $20,000 playing the Ohio Lottery Scratch-Off, Platinum Diamond Spectacular.
After mandatory state and federal taxes totaling 28 percent, Harper will receive $14,400.
He purchased his ticket at Lorain Smokes & Beverage, located at 2111 N Ridge Rd in Lorain.
