COLUMBUS - A resident of New Concord will get some green after scratching an Ohio Lottery instant game. Jimmie R. Hines won $100,000, a top prize, on the Ohio Lottery’s Black Pearls.
After mandatory federal and state taxes totaling 31 percent, Hines receives a check for $69,000.
