Dennis Berg was named Director of the Ohio Lottery on February 10, 2012. A longtime employee of the Ohio Lottery, Mr. Berg had served as Interim Director since Jan. 10, 2011.
Mr. Berg oversees an agency selling Ohio Lottery game products to more 9,000 retailers statewide. Under his leadership, the agency is also responsible for the licensing and monitoring of video lottery terminals at Ohio’s racetracks.
Mr. Berg formerly served as the Ohio Lottery’s Deputy Director of Finance. His experience at the Ohio Lottery has allowed him to touch virtually every aspect of the agency’s business operations. He has been an employee of the Ohio Lottery since 1991.
Mr. Berg earned a bachelor’s degree in business administration from Cleveland State University. A Certified Public Accountant and Certified Fraud Examiner, he is a member of the Association of Certified Fraud Examiners (ACFE). Mr. Berg also holds an Ohio Financial Accountability Certificate issued by the Auditor of State.
Danielle Frizzi-Babb joined the Ohio Lottery in July of 2011 as Deputy Director of Communications.
Ms. Frizzi-Babb comes to the Ohio Lottery after an 11-year career in television news. A life-long Ohioan, Frizzi-Babb worked as a reporter and anchor at WTOV-TV in Steubenville, Ohio from 2000 to 2005. She has spent the last five years in Cleveland, Ohio working as a general assignment reporter at WJW FOX-8.
Ms. Frizzi-Babb was an Emmy-nominated reporter and holds Ohio and West Virginia Associated Press awards for investigative reporting.
As a local TV personality, Ms. Frizzi-Babb has served on scholarship award committees at Ohio University Eastern and has been involved with the American Heart Association’s Go Red for Women campaign.
Danielle graduated from Ohio University with a degree in broadcast journalism.
Sandy Lesko Mounts joined the Ohio Lottery in January 2011 as Deputy Director of Marketing. Ms. Lesko Mounts has been active in the Cleveland not-for-profit and communications communities for the past two decades.
Following a broadcast journalism career that included seven years as a weekend anchor and reporter for WJW TV-8 in Cleveland, Ms. Lesko Mounts served as Director of Communications for the Ohio Lottery Commission. She held that role from 1991 to 2001.
Ms. Lesko Mounts went on to launch her own marketing communications firm, Sandy Lesko Communications, a company which handled various elements of media, marketing, public relations and communications training for a number of Northeast Ohio businesses including the Catholic Diocese of Cleveland Foundation’s Catholic Charities Appeal, Special Olympics Ohio, the Leukemia & Lymphoma Society of Northern Ohio, the Cuyahoga County Board of Commissioners, and Kalahari Waterpark Resort in Sandusky, Ohio.
Ms. Lesko Mounts has also been an active volunteer and member of a number of area organizations, including the American Heart Association and the Public Service Consortium of Greater Cleveland. She graduated magna cum laude from the University of Michigan.
Constance Miller joined the Ohio Lottery in 1992 serving as an Administrative Assistant for Director Virgil Brown. Since that time she has held various positions within the Agency, including Deputy Director of Information Services, Assistant Director and Chief of Staff.
In her current position, Ms. Miller oversees production of the daily drawings and weekly Cash Explosion game show; agency strategic research and planning; and special projects. In 2010, Ms. Miller was assigned to coordiate the agency video lottery installation at Ohio's licensed racetracks.
Ms. Miller has more than 20 years of experience in public sector management and the gaming industry. Ms. Miller holds a bachelor's degree from Marquette University in Milwaukee, Wisconsin.
Lawrence Miltner was named Chief Legal Counsel in February 2011.
A legal advisor and education management professional, Mr. Miltner brings extensive experience to his role. In a career spanning more than 33 years, he has provided advice and counsel in the public and private sectors, and in law firm, in-house and government environments, including 19 years as a General Counsel in the public sector.
Before joining the Ohio Lottery, Mr. Miltner owned MacEgan Hall, LLC, providing management consulting services to in-house legal departments at institutions of higher education. His expertise includes data-driven decision making, measurement-based outcomes, and leadership and team building.
From 2001 to 2009, Mr. Miltner served as General Counsel for Cuyahoga Community College. In that role he had responsibility for providing comprehensive legal advice to the Board of Trustees and senior leadership on a wide range of legal issues affecting this multi-campus institution. Prior to that, he held a number of education-focused positions with the Attorney General’s Office, including Principal Attorney and Higher Education Coordinator, and Assistant Chief of the Education Section. He also served as General Counsel to the Ohio Student Aid Commission and as associate attorney at the law firm of Seeley Savidge & Auseem. He currently serves as an adjunct professor at an area college.
Mr. Miltner earned his law degree from the Cleveland Marshall College of Law and holds an undergraduate degree with honors from Kent State University. He is authorized to practice before the U.S. Supreme Court, the U.S. Court of Appeals for the Sixth Circuit, the U.S. District Courts for the Northern and Southern Districts of Ohio and all Ohio state courts.
Jack O’Donnell has been the Ohio Lottery Commission’s Deputy Director of Security since May, 2002. He oversees a staff responsible for securing the safety and security of the agency’s employees, game products and drawings. The Office of Security investigates stolen ticket incidents, initiates background checks for employees, vendors and retailers, and provides general security needs to protect the safety and reputation of the agency. A 36-year law enforcement veteran, he comes to the Lottery from the City of Beachwood, where he was Commander of Investigations.
Mr. O’Donnell is a graduate of the Police Executive Leadership College and is a certified Law Enforcement Executive in the State of Ohio. Mr. O'Donnell holds a Bachelor's degree in Criminal Justice.
Gwendolyn A. Penn was named Deputy Director of Product Development in February 2009. Ms. Penn manages the activities of the Bureaus of Online and Instant Ticket Products as well as the Instant Ticket Warehouse. Before this appointment, she was the Online Products Manager.
Ms. Penn began her Lottery career in 1988 as a temporary worker in Security. Over the past 21 years, Ms. Penn has worked in a variety of positions within Executive, Administration and Finance. Ms. Penn is also a part-time instructor teaching management courses at a local college.
Ms. Penn holds a Master’s of Management and a BSBA with a specialization in management from Myers University.
Michael Petro was named Deputy Director of the Office of Information Technology in June, 2002. His career at the Ohio Lottery began in 1978. At the time he left the Lottery in 1985, Mr. Petro supervised the agency's programming staff.
In 1985, he joined Curtis Industries, where he served as a project team leader until 1989. In 1989, Mr. Petro joined Ecotran, a software company, where he served as Vice President of Product Development until 1998. Ecotran was subsequently purchased by Trapeze Software, and Mr. Petro led their development group until 2002.
Mr. Petro holds a bachelor’s and master’s degree in mathematics, as well as a master’s degree in computer and information science. Mr. Petro is a member of the Mathematical Association of America.
Elizabeth Popadiuk was named Interim Deputy Director of Human Resources in November, 2009 and assumed the position permanently in February, 2010. Ms. Popadiuk oversees all functions in the Office of Human Resources (HR Management, Labor Relations, Benefits Management, EEO, Training & Development & Organizational Development). She joined the Ohio Lottery in October of 1993, in the Office of Human Resources and has held several positions within the HR group, most recently as Human Resources Manager.
Prior to joining the Lottery, Elizabeth worked in the private sector, including work in the field of Human Resources.
Ms. Popadiuk is a long standing member of the Society for Human Resource Management (SHRM). She holds a Bachelor of Arts Degree - Industrial & Organizational Psychology from the University of Akron and has completed graduate coursework in Labor Relations and Human Resource Management at Cleveland State University.
Appointed Deputy Director of Sales on Jan. 10, 2011, Patty Vasil’s tenure with the Ohio Lottery spans more than 17 years. She has extensive experience in both front line and management positions in the Office of Sales, including Deputy Director of Sales from 1999 to 2002. She has a special interest in providing tools to help the Lottery’s statewide retailer network analyze and benchmark sales.
She also served as Deputy Director of Product Development from 2002 to 2008, and was part of the team that launched EZPLAY Games in Ohio; one of the first three U.S. states to bring the hybrid instant-online game to market.
Ms. Vasil first joined the Ohio Lottery in 1991 as a sales representative in the Columbus regional office.
