NOTICE OF PUBLIC HEARING ON
NEW OHIO LOTTERY ADMINISTRATIVE RULES

Notice is hereby given that the Ohio Lottery Commission intends to adopt twenty-six (26) new Ohio Lottery Administrative Rules. A public hearing will be conducted on August 20, 2010 at the Frank J. Lausche Building, 615 W. Superior Avenue, Cleveland, Ohio 44113, at 11:00 A.M. in accordance with the Administrative Procedures Act, (Chapter 119, Ohio Revised Code). Any person affected by the proposed action may appear and be heard at the hearing in accordance with Section 119.03(C), Ohio Revised Code.
The Administrative Rules intended for adoption are:

  • 3770:2-1-01 - Authority and purpose;
  • 3770:2-1-02 - Incorporation of by-laws.;
  • 3770:2-2-01 - Definitions of certain terms used in division 3770:2 of the Administrative Code;
  • 3770:2-3-01 - Video lottery licenses; application;
  • 3770:2-3-02 - Video lottery licenses; application review process;
  • 3770:2-3-03 - Video lottery licenses; issuance of licenses;
  • 3770:2-3-04 - Video lottery licenses; denial of licenses;
  • 3770:2-3-05 - Video lottery licenses; suspension or revocation;
  • 3770:2-3-06 - Video lottery licenses; fines;
  • 3770:2-3-07 - Video lottery licenses; renewal;
  • 3770:2-3-08 - Video lottery licenses; compensation, credits, and reimbursement of expenses;
  • 3770:2-3-09 - Video lottery licenses; records and audits and inspection of video lottery agent premises;
  • 3770:2-3-10 - Video lottery licenses; settlement of video lottery ticket sales, control of video lottery and collection of revenues due the lottery;
  • 3770:2-3-11 - Video lottery licenses; stolen, destroyed and/or compromised video lottery tickets or games;
  • 3770:2-4-01 - Key gaming employee licenses;
  • 3770:2-5-01 - Technology providers;
  • 3770:2-6-01 - Video lottery gaming operations; hours of operation and number and type of video lottery terminals;
  • 3770:2-6-02 - Video lottery gaming operations; maintenance and repair of video lottery terminals;
  • 3770:2-6-03 - Video lottery gaming operations; security and surveillance. 3770:2-6-04 - Video lottery gaming operations; transportation, relocation, installation and certification of video lottery terminals;
  • 3770:2-6-05 - Video lottery gaming operations; advertising and promotion;
  • 3770:2-7-01 - Video lottery game requirements; video lottery game play;
  • 3770:2-7-02 - Video lottery game requirements; video lottery gaming prize payment;
  • 3770:2-8-01 - Responsible Gaming.
  • 3770:2-9-01 - Severability;
  • 3770:2-10-60 - Game rule sixty - General video lottery game rule.

    The purpose of the proposed Administrative Code rules is to provide for rules pertaining to operation of video lottery by the Ohio Lottery Commission under Chapter 3770 of the Revised Code.

Public Written Comments
